Building deliverability into OKRs: a template

OKRs are where operational disciplines either get institutionalised or die. Here is the copy-ready template that elevates inbox placement to the objective level and makes it stick.

Deliverability rarely gets into OKRs. It lives in tickets, chat threads, and occasional fire drills. That placement is the right place for it operationally, but it is exactly why executive attention evaporates when it is not on fire — and why the same incidents recur every 6–12 months.

Putting deliverability into OKRs is a decision to make the discipline visible at the planning layer. This article gives you the template, the rationale behind each KR, and the common failure modes when a team tries to adopt it.

The compressed version

One objective: inbox placement at target across all major providers. Three KRs: blended placement rate, per-provider minimum, incident response time. That is the entire template. Everything else is justification.

The template

Objective: Email reaches the primary inbox at executive-grade consistency.

KR 1: Blended inbox placement rate >= 90% for the quarter.
KR 2: No single major provider (Gmail/Outlook/Yahoo/Apple) below 80%
      for more than 7 days in the quarter.
KR 3: Time-to-detection for placement drops of >= 5pp under 24 hours.

Owner: Head of Marketing Ops (or equivalent).
Cadence: Weekly operational review; monthly executive update.
Measurement: Continuous seed-based placement monitoring.

That is the entire template. Three KRs, one owner, one measurement system. You can literally paste this into your planning doc and start from there.

Why this structure works

KR 1 is the aspiration, KR 2 is the floor

A single blended target can hide damaging provider-level drops. A programme at 90% blended with Outlook at 55% is not healthy; it is masking a fire. KR 2 exists to prevent that masking. Together, the two KRs force both average and worst-case discipline.

KR 3 measures the response muscle

The first two KRs are steady-state metrics. KR 3 measures whether the team can react when things move. A team that hits KR 1 through luck rather than capability will fail KR 3 — which is exactly the signal you want.

24 hours is the right target because it forces automated alerting (human noticing takes days) without requiring round-the-clock coverage.

Why each common alternative KR is wrong

Wrong KR: "Delivered rate >= 99%"

Delivered rate is almost always above 99% regardless of inbox placement. Using it as a KR measures nothing and rewards the appearance of rigour.

Wrong KR: "Open rate >= X%"

Post-MPP, open rate is noise. It moves with Apple mail prefetch behaviour, not with programme quality. A KR tied to open rate encourages gaming (sending to more Apple users, subject-line tricks) without moving the underlying business.

Wrong KR: "Zero deliverability incidents"

Unachievable. Providers change rules; content changes; reputation fluctuates. A zero-incident KR trains teams to hide incidents rather than respond to them. Incident response time (KR 3) is a much healthier framing.

Wrong KR: "SPF, DKIM, DMARC pass rate >= 99%"

Authentication is a means, not an end. Measuring it as a KR puts the team focus on the technical layer rather than the outcome layer. Use it as a diagnostic; do not promote it to KR status.

Making the OKR operational

An OKR that is not wired to a weekly operating rhythm is decoration. Three operating rhythms that make this template work:

Weekly: Operational review

  • Current week's blended placement rate vs target.
  • Per-provider placement, highlighting any drops.
  • Any incidents in the last 7 days, with status.
  • Leading indicators: authentication pass rate, bounce rate, complaint rate.

Monthly: Executive update

  • Month-end blended placement vs quarterly target.
  • Incidents: count, duration, revenue impact.
  • Initiatives in flight to move the needle.

Quarterly: OKR close

  • Final KR scores.
  • Retrospective on misses: root cause, what would have prevented.
  • KR calibration for next quarter (raise, hold, or lower based on measured performance).

What to staff and what to buy

To hit this OKR, the team needs three capabilities. Decide for each whether to build or buy.

Capability 1: Continuous placement measurement

Buy. Seed-list infrastructure is expensive to build and ongoing to maintain. A paid API at a small fraction of the cost of the engineering effort is the right call for virtually every programme. Free tests are appropriate for sanity-checking once per campaign.

Capability 2: Alerting and incident response

Build. Alerting thresholds and incident playbooks are specific to your programme. Buy the measurement data; build the alerting logic on top.

Capability 3: Remediation expertise

Build with contractor backup. Most programmes need in-house expertise to handle routine remediation (content, list hygiene, authentication) with a specialist on call for harder cases (reputation recovery, IP warming, provider escalations).

Measurement is the prerequisite

The first quarter: what to expect

Most teams adopting this OKR discover three things in the first quarter:

  1. Baseline placement is lower than assumed. Starting measured placement is often 5–15pp below team estimates. Q1 is typically about establishing the honest baseline.
  2. One provider is dragging the blended number. Usually Outlook or a regional provider. The data makes the problem specific and actionable.
  3. One incident was already happening. Turning on monitoring typically reveals an in-progress placement drop the team did not know about. This is not a failure of the team; it is the inevitable result of not measuring before.

Treat the first quarter as calibration. Q2 is where the targets start to become operationally meaningful.

Scaling the OKR template

For larger organisations with multiple email programmes (transactional, marketing, lifecycle), the template scales as follows:

  • One objective per programme, not one shared objective. Different programmes have different target placements (transactional 95%+, cold outreach 60%+), and mixing them destroys the meaning of the KRs.
  • Same three-KR structure per programme.
  • Rolled-up executive view: blended placement across programmes, weighted by revenue.

Do not try to express every programme's placement as a single KR. The internal variance is too high to produce a number that means anything.

What to tell the team

When the OKR is adopted, the message is: "We are making inbox placement a measurable quarterly objective because it drives revenue and it is currently invisible. The team will have the tools to measure, alert, and respond. The KRs are calibrated to be achievable with focused work; they will move upward next year."

The signal is that deliverability is now a managed discipline, not an occasional fire. The OKR is the forcing function that makes that real.

FAQ

Should deliverability be a Marketing OKR or an Operations OKR?

Marketing Ops, most commonly. If there is no Marketing Ops function, then Marketing. Placing it under pure Engineering tends to disconnect it from the revenue owner, which weakens accountability.

What if we miss the KR in Q1?

Expected. Calibration is the real goal of Q1. Score honestly, document the root causes, and recalibrate Q2 targets if needed. Missing a calibration quarter is not a performance failure.

How do we weight placement against other marketing OKRs?

Placement should be one of three to five Marketing Ops OKRs, not the only one. Roughly 20% weighting is typical; higher if the programme is in a remediation phase.

Do transactional-only senders need a placement OKR?

Yes, and usually with tighter targets (95%+ blended). Transactional placement failures cause direct support-ticket and churn costs, making the OKR more commercially meaningful than for pure marketing programmes.
